The New Law on Wine and Viticulture Products

January 1, 2026 the Law of Ukraine “On Grapes, Wine, and Viticulture Products” takes effect, establishing modern requirements for the industry and harmonizing Ukrainian legislation with European Union standards.

This Law regulates relations in the field of production, processing, labeling, and circulation of viticulture products, including goods with a registered geographical indication. The document does not apply to products intended solely for personal consumption. One of the key instruments is the Viticulture and Wine Register, which will ensure full traceability of products from the vineyard to the final consumer.

Protection of Geographical Indications and Designations of Origin

  • Wine with a geographical indication must contain at least 85% of grapes from a defined area, while for wines with a designation of origin, this figure must be 100%;
  • The territory of Ukraine is divided into viticulture zones (A, B, C) according to the EU climate classification for clear regulation of technological processes;
  • Only classified technical grape varieties included in the State Register of Plant Varieties are allowed for winemaking;
  • The use of hybrids and specific varieties such as Isabella or Othello is prohibited, and existing plantations of such varieties must be completely removed within 15 years.

Requirements for Production Processes and Packaging

  • The production of products is permitted exclusively from fresh grapes, while the use of dried grapes (raisins) is strictly prohibited;
  • The Law allows for dealcoholization, sweetening, and enrichment of wine, provided that established strength limits and technological standards are met;
  • Blending must occur with restrictions, in particular, it is prohibited to mix imported wines with Ukrainian ones or white wine with red to obtain rosé (except for the production of sparkling wines);
  • Strict environmental requirements for packaging are established, prohibiting the use of corks or foil based on lead for sealing bottles.

The changes are aimed at implementing European quality standards, protecting the rights of producers of authentic products, and ensuring stable and predictable conditions for the entry of Ukrainian wines into international markets.
