Audit of Ukraine Facility Funding

On 19 November 2025 At a meeting, the Government approved Resolution No. 1483 “On Approval of the Procedure for Conducting State Financial Audit by the State Audit Service and its Interregional Territorial Bodies within the Framework of International Agreements of Ukraine”.

The purpose of the audit is to provide objective conclusions and recommendations regarding the use of international assistance, particularly under the Ukraine Facility instrument. The audit is conducted taking into account International Auditing Standards (specifically, the principles of IFAC, GAGAS, and IIA standards).

The State Audit Service, as one of the system elements, is responsible for ensuring an effective management and control system for the use of international assistance, as stipulated by the Framework Agreement with the EU.

The audit inspection

The audit inspection covers the following critical areas:

  • legality of the use of funds received within the framework of international agreements of Ukraine;
  • effectiveness (performance) of the use and preservation of state assets;
  • correctness of accounting and reliability of financial reporting;
  • functioning of the internal control system of the control object.

The audit procedure

The audit procedure is clearly structured and consists of three key stages:

  1. planning and organization;
  2. conducting the audit;
  3. reporting.

The State Audit Service carries out monitoring and analysis of the implementation status of recommendations specified in the audit report. This monitoring may include factual confirmation at the location of the control object/audit participant.

The State Audit Service informs the Minister of Finance about the results of the audit and makes decisions regarding informing the public. Information on the audit results or the audit report itself may be published on the official website of the State Audit Service for the purpose of informing the public.
