Ukraine's State Budget For 2026 Has Been Approved

On December 10, 2025, the President signed the Law of Ukraine 4695-IX dated December 3, 2025 on the State Budget of Ukraine for 2026.

State budget revenues will amount to UAH 2.92 trillion, including UAH 30 billion from increasing the bank profit tax from 25% to 50% added for the second reading. Total budget expenditures are set at UAH 4.78 trillion.

The main funding priorities

  • A total of UAH 2,806.2 billion (27.2% of GDP) is allocated for national security and defense, with UAH 1.3 trillion provided for the financial support of military personnel;
  • Funding of UAH 468.5 billion is allocated for social protection to ensure state guarantees for the population.
  • The education sector will receive UAH 278.7 billion, which includes a teacher salary increase of 30% from January 1 and an additional 20% from September 1;
  • Financing for the healthcare sector is set at UAH 258.6 billion;
  • Support for the economy and the agro-industrial complex is ensured by allocating UAH 51.8 billion for economic programs, such as “5-7-9%” and eOselia, as well as UAH 14.1 billion for supporting agricultural producers and humanitarian demining.

Changes in Social Standards and Taxes

  • The minimum wage will increase to UAH 8,647 starting from January 1, 2026;
  • The general subsistence minimum will amount to UAH 3,209;
  • The share of PIT for local budgets is increased by 4% to 64% with targeted allocation for energy payments.

The maximum state budget deficit is UAH 1,902.2 billion (18.5% of projected GDP). The need for external support amounts to UAH 2,079 billion, which is planned to be raised from the World Bank, EU, IMF, and G7 countries.

The changes are aimed at ensuring the country’s defense capability, supporting the social sphere, and economic stability under martial law, while ensuring stable and predictable conditions for the functioning of the state.
