Specific Innovations of the Employee Booking Mechanism

December 15, 2025 The Ministry of Economy of Ukraine in Letter No. 2704-20/87593-03 clarified changes in the mechanism for booking military-eligible employees and the criteria for identifying enterprises as critically important.

This clarification is based on the updated Booking Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1608. The document introduces new requirements for the content of state body decisions and establishes limits on the number of booked individuals to ensure the transparency of mobilization processes.

Additional Information on Critical Importance Decisions

  • The criteria and procedure for identifying enterprises now include a mandatory requirement to specify the exact number of military-eligible employees subject to booking;
  • This innovation applies to enterprises where all employees are eligible for booking, as well as to institutions providing centralized heat and water supply or waste management;
  • The requirement for detailed numbers does not apply to decisions where the booking volume does not exceed 50% or to enterprises operating in zones of active or possible hostilities.

Limits on Booking Volumes and Information Submission

  • For utility enterprises operating in critical life-support sectors, the booking limit is set at no more than 75% of the total number of military-eligible employees;
  • For other categories of critically important institutions, the volume of booked individuals cannot exceed the total number of reservists specified in the official criticality decision;
  • Business entities must submit personnel data in the form of a certificate signed by the head or through electronic extracts from the register via the Diia portal;
  • All submitted information must be up-to-date as of the date of the enterprise’s application to the relevant authority.

The changes are aimed at improving military registration procedures, ensuring the uninterrupted operation of critical infrastructure, and creating stable and predictable conditions for the functioning of the economy under martial law.
