Real-time monitoring of industrial emissions

On 25 Sept.2025, the Cabinet of Ministers of Ukraine adopted a Resolution No. 1181 on the Procedure for transferring real-time emission monitoring results, according to the press service of the Ministry of Economy, Environment and Agriculture of Ukraine.

The new Procedure stipulates that operators of industrial facilities will send data from automated measurement systems directly to the Ministry of Economy and the State Environmental Inspection.

This applies to the following categories of operators:

  • operators of installations operating under integrated environmental permits and required to have equipment for monitoring emissions;
  • operators of installations that have installed these measurement systems on a voluntary basis.

Operators are required to register automated measurement systems and measuring instruments electronically via the “EcoSystem” unified environmental platform.

Real-time emission monitoring data is automatically transmitted via the Ministry of Economy’s application programming interface, which is integrated into the “EcoSystem”.

Small and medium-sized businesses, namely those that do not have a significant impact on the environment (e.g., bakeries, car service stations, and small workshops), are not subject to mandatory monitoring.

For businesses, the new Procedure reduces the risk of disputes with regulatory authorities, increases transparency, and strengthens corporate reputation while for the public, it guarantees open and free access to information on industrial emissions levels.
