Preferential Customs Clearance of Energy Equipment

 On September 30, 2025, Draft Laws were registered in the Verkhovna Rada of Ukraine concerning the extension of preferential customs clearance for energy equipment:

The Draft Laws provide for the continuation of a temporary exemption, valid for the duration of martial law but no later than January 1, 2027, from paying import duties and VAT on equipment for the construction and restoration of various types of power generation.

The main objective of the Draft Laws is to stimulate the rapid restoration of the energy sector by extending short-term incentive customs benefits for the import of relevant equipment and goods into the customs territory of Ukraine.

The exemption applies to equipment for wind power plants, including gear transmissions, reducers, electric generators with a capacity of over 750 kVA, generator sets, generator parts, static electrical converters — inverters, control panels and boards for electricity management, parts of other engines, towers and metal structures, as well as other metal constructions.

The preferential regime is introduced:

  • For solar power plants, the exemption covers inverters, photovoltaic panels, and control panels and boards for electricity management;
  • For hydroelectric power plants, the exemption from import duties and VAT applies to hydraulic turbines and control panels and boards for electricity management;
  • For thermal (steam) power plants, the exemption applies to steam turbines and control panels and boards for electricity management;
  • For gas-piston and gas-turbine power plants, the exemption applies to gas turbines, spark-ignition generator sets, and control panels and boards for electricity management;
  • The exemption also covers energy storage devices — lithium-ion batteries (not for vehicles).
