Changes in State Supervision System

 On 11 September 2025, the Verkhovna Rada of Ukraine registered Draft Law No. 14030 aimed at reorienting state supervision (control) from a punitive and repressive model to a preventive and risk-based approach.

One of the key innovations is the introduction of audits of enterprise activities. This will allow the identification and correction of violations before scheduled inspections, without imposing sanctions, involving either state specialists or independent authorized organizations.

The Draft Law clarifies the powers of supervisory authorities and establishes the right to go to court in cases where businesses obstruct inspections. It also regulates a unified procedure for appealing decisions made by officials.

The supervision system also provides for a new level of transparency. To this end, it proposes the establishment of public councils, as well as a mechanism for involving entrepreneurs and the public in reviewing complaints regarding the actions or inaction of supervisory authorities.

Equally important is the educational component. Supervisory authorities will be obliged to conduct training for businesses on risk management and violation prevention, which should reduce the level of risk and improve the culture of legal compliance.

It is expected that the adoption of the law will help develop small and medium-sized businesses, make the economy more attractive to investors, and help strike a balance between the interests of the state, entrepreneurs, and citizens.
