Draft law on the regulation of the turnover of virtual assets

On 22 April 2025, the Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy announced that on 24 April 2025 the Committee would consider Draft Law No. 10225-1 on the regulation of the circulation of virtual assets in Ukraine.

According to the Law of Ukraine “On Virtual Assets”, a virtual asset is an intangible good that is an object of civil rights, has a value and is expressed as a set of data in electronic form.

The draft law will provide for the possibility of taxing virtual assets with income tax. Thus, the difference between the expenses incurred during the reporting period for the acquisition of a virtual asset and the income received from the sale of this asset will be subject to taxation.

It is also reported that a one-year transition period will be established, during which the owner of a virtual asset will be able to sell and declare his income from such an asset at a rate of 5 per cent. In this case, it will not be necessary to confirm the costs of their acquisition, which was made in the past.
