Government Priority Action Plan for 2025

On 18 February 2025, the Cabinet of Ministers approved Resolution No. 131-r “On Approval of the Government’s Priority Action Plan for 2025”, which defines the main tasks and measures aimed at implementing the strategic priorities of the Cabinet of Ministers of Ukraine.

In general, the plan includes measures to overcome the consequences of Russia’s armed aggression, fulfil Ukraine’s international legal obligations, European integration, and implementation of the Ukraine Facility initiative, legislative work and approximation of OECD membership.

In particular, the list of tasks for the Government for 2025 includes:

  • developing and submitting a draft of the new Labour Code of Ukraine (by December 2025).
  • resumption of monitoring of state aid to business entities by cancelling the suspension of the Law of Ukraine ‘On State Aid to Business Entities’ (by June 2025).
  • provision of microgrants and grants for business development, in particular to veterans – at least 10,000 recipients (during the year).
  • grant support for processing enterprises – at least 500 grants under the “Made in Ukraine” programme (during the year).
  • introduction of international automatic exchange of tax information (by April 2025).
  • introduction of sustainable development reporting for enterprises in accordance with EU standards (by March 2025).
  • development and submission of a new Customs Code of Ukraine (by October 2025).
  • harmonisation of legislation in the field of organic production with EU standards (by June 2025).
  • strengthening state control over food safety and animal health (by August 2025).
  • introduction of an information and communication system in the field of food safety (by October 2025).
