Military Registration of Women-Medics: are There Changes from October 1st?

No significant changes are expected from 01 October 2023.

The duty for women of medical professions to register for military service is provided by Section 11 of Article 1 of Law of Ukraine “On Military Duty and Military Service” and has been in effect since 1992. Therefore, the majority of women of medical and pharmaceutical professions are already registered for military service.

Herewith, according to Paragraph 1 of Section 3 of Order of Ministry of Defense No. 35 dated 07.02.2022, the Commander-in-Chief of the Armed Forces of Ukraine is obliged to ensure military registration of women according to the List starting from 01 October 2023.

The mentioned Order was adopted to improve the implementation of already existing duty. Therefore, from 01 October 2023, all women in medical and pharmaceutical professions who, for certain reasons, were not previously registered, are required to register for military service within the next 3 years (until 31 December 2026).

In addition, military registration does not equate to mobilization. First of all, registration is necessary for consolidating data on the available reserve of medical professionals in the state.

How does this affect employment?

Until 31 December 2026, women of medical and pharmaceutical professions can be employed without providing a military identity card. However, upon hiring, women must be informed that the company is obligated to report on their employment to the Territorial Centre of Recruitment.

That is, women are obliged to personally visit the appropriate Territorial Centers of Recruitment to register for military service.

Will registered women be able to travel abroad?

There are no changes in terms of travelling abroad for women from 01 October 2023, that is, women of medical and pharmaceutical professions, including military registered ones, will continue to be able to travel abroad. Yet, we may not exclude that certain practical aspects and/or legal restrictions may appear. Thus, we keep looking how the situation will develop.

Law Enforcement Officers are Prohibited from Interfering in Process of Goods’ Customs Control

On 22.09.2023, Cabinet of Ministers’ Resolution No. 1008 dated 19.09.2023 entered into force, amending the Exhaustive List of grounds for customs authorities to conduct inspections (re-inspections) of goods and commercial vehicles.

Specifically, the changes excluded Paragraph 14 of the List – receipt of written instructions from law enforcement agencies in the cases established by law as part of criminal proceedings.

NBU Introduces Managed Exchange Rate Flexibility Regime

On 03.10.2023, the National Bank of Ukraine switched to a regime of managed exchange rate flexibility, continuing to implement the Strategy for easing currency restrictions, moving to greater exchange rate flexibility, and returning to inflation targeting.

This means that the official exchange rate will be determined based on the exchange rate for operations on the interbank market, as it was before 24 February 2022, and will not be set by the NBU.

Herewith, as reported, the NBU will significantly limit exchange rate fluctuations, preventing both a significant weakening of the hryvnia and a significant strengthening.

Changes to List of Territories Where Military Operations Are (Were) Conducted or Temporarily Occupied

The changes were made by Order of the Ministry of Reintegration dated 22.09.2023 No. 254 and are in force from 29.09.2023.
